Early childhood education is a critical foundation for lifelong learning, requiring strong leadership, high-quality learning experiences, and continuous improvement. The Massachusetts Department of Early Education and Care (EEC), in partnership with New Profit, Inc., recognized areas of opportunity in leadership capacity and instructional quality within early education programs (EEPs) across the state.
Research shows that effective program leadership is a key factor in improving classroom environments, educator practices, and ultimately, child outcomes. However, many early childhood leaders lacked access to sustained, job-embedded professional development and support tailored to their needs.
As a key partner in the Massachusetts Early Childhood Support Organization (ECSO) initiative, Children’s Literacy Initiative (CLI) provides intensive coaching, training, and strategic support to early education leaders and educators over a two-year period. CLI’s approach focuses on:
Strengthening organizational climate by enhancing leadership confidence and management skills. |
Providing job-embedded professional learning that supports educators with curriculum implementation and child assessments. |
Encouraging data-driven reflection to improve early learning practices and continuous quality improvement. |
Fostering collaborative professional learning communities where leaders can reflect, share strategies, and grow together. |
Since 2020, CLI has partnered with more than 25 EEPs across Massachusetts, including many in the greater Boston area. Each center receives customized support designed to build leadership capacity and enhance classroom instruction. Key components include:
Leadership CoachingEEP leaders participate in virtual and in-person coaching, gaining skills to analyze data, observe instructional practices, and support staff effectively. |
Professional Learning CommunitiesLeaders engage in structured learning experiences, fostering a network of peer support and shared problem-solving. |
Curriculum and Instructional SupportEducators receive targeted training and coaching on high-quality early learning experiences, social-emotional learning, and culturally responsive teaching practices. |
Within the first year of implementation, EEPs participating in the ECSO initiative saw significant improvements in multiple areas, as evidenced by a study conducted by Abt Associates:
Increased Leadership ConfidenceEEP leaders reported greater confidence in program management, staff support, and instructional leadership. |
Enhanced Classroom PracticesEducators more frequently engaged in intentional teaching practices, including structured read-alouds, language development activities, and scaffolding techniques. |
Improved Observational and Feedback SystemsLeaders observed classrooms more often and provided targeted feedback to educators, fostering continuous improvement. |
Growth in Instructional QualityAccording to the Classroom Assessment Scoring System® (CLASS), toddler and preschool classrooms saw statistically significant improvements:
